“ しかし同年に景品表示法が改定され、ビックリマンのような中身が見えず、どのようなシールがでるかわからない物は、「懸賞品」扱いになった。また「懸賞品の価格は全体の2％以下にしなければいけない」との決まりも設けられた。これにより、シールのコストを下げるか、ビックリマンチョコそのものの値段を上げるしか、選択肢がなくなった。中身が丸見えのビックリマンチョコを販売し「懸賞品」扱いから逃れるという手もあったのだが、当時の感動は得られないだろう。
